The practical significance of Decentralisation as epitomized through devolution in most states, imply improved service delivery and capital development and by direct implication, a higher standard of life for the citizenry. In view of the increasing demand for quality Municipal services by the public, government, industry and commerce, there is need to revitalize the policy. procedural, legal and structural frameworks for local authorities to ensure good corporate governance practice. Divergent, overlapping, contradictory and constantly changing regulations are counter-productive and costly for subnational governments (OECD Policy Briefs, 2013). The quality of space provided by local authorities for various socio-economic engagements determine the quality of life for the citizens, hence the inevitable need to strengthen the institutional framework for local authorities for improved service delivery and capital development as granted through [Chapter 14 of the Constitution of Zimbabwe Amendment (No.20), 2013], for example and, the principles of devolution enshrined therein.

Focus Areas

  • We assist in training on and formulation of key local authority management policies, procedure manuals/ guidelines and other key regulations
  • Unpack the principles and practicalities of Constitutionalised decentralization and devolution
  • Reviewing the national legal and policy framework for local governance
  • Preparation of key position papers on local government regulatory and policy framework for use by national policy makers in reviewing the policy environment for enhanced local authority performance in line with OECD and other international standards
  • Formulation of Corporate Governance Guidelines for local authorities in line with national corporate governance laws such as the Public Entities Corporate Governance Act, 2018 (Zimbabwe) and OECD standards.
